{"id":13907,"date":"2026-05-11T09:54:17","date_gmt":"2026-05-11T14:54:17","guid":{"rendered":"https:\/\/expresionesguerrero.com.mx\/expresioneswp\/?p=13907"},"modified":"2026-05-11T09:54:20","modified_gmt":"2026-05-11T14:54:20","slug":"gobierno-de-sinaloa-oculto-auditorias-en-la-plataforma-nacional-de-transparencia-durante-cinco-anos","status":"publish","type":"post","link":"https:\/\/expresionesguerrero.com.mx\/expresioneswp\/?p=13907","title":{"rendered":"Gobierno de Sinaloa ocult\u00f3 auditor\u00edas en la Plataforma Nacional de Transparencia durante cinco a\u00f1os"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">CULIAC\u00c1N, Sinaloa.- La mayor\u00eda de las dependencias del gobierno de <strong><a href=\"https:\/\/expresionesguerrero.com.mx\/expresioneswp\/?p=13725\">Rub\u00e9n Rocha Moya<\/a><\/strong> omitieron durante cinco a\u00f1os publicar auditor\u00edas internas y externas en la <strong>Plataforma Nacional de Transparencia (PNT)<\/strong>, pese a que la ley obliga a los gobiernos estatales a difundir y mantener actualizada esa informaci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Una revisi\u00f3n realizada a la PNT muestra que secretar\u00edas como <strong>Seguridad P\u00fablica<\/strong>, <strong>Finanzas<\/strong>, <strong>Bienestar<\/strong>, <strong>Salud<\/strong>, <strong>Mujeres<\/strong>, <strong>Pesca<\/strong> y la propia Secretar\u00eda General de Gobierno reportaron de forma reiterada que \u201cno se realizaron auditor\u00edas internas ni externas\u201d durante los cuatro trimestres de cada a\u00f1o.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-expresiones-guerrero wp-block-embed-expresiones-guerrero\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"H9GGNu1q5q\"><a href=\"https:\/\/expresionesguerrero.com.mx\/expresioneswp\/?p=13725\">VIDEO: Rocha Moya solicita licencia como gobernador de Sinaloa tras investigaci\u00f3n<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"\u00abVIDEO: Rocha Moya solicita licencia como gobernador de Sinaloa tras investigaci\u00f3n\u00bb \u2014 Expresiones Guerrero\" src=\"https:\/\/expresionesguerrero.com.mx\/expresioneswp\/?p=13725&#038;embed=true#?secret=DLZ4ghPf95#?secret=H9GGNu1q5q\" data-secret=\"H9GGNu1q5q\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEn el presente periodo no se realizaron auditor\u00edas internas ni externas al sujeto obligado\u201d, se\u00f1ala de manera constante la leyenda publicada en los apartados oficiales de dichas dependencias.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La revisi\u00f3n evidenci\u00f3 que \u00fanicamente las secretar\u00edas de <strong>Turismo<\/strong>, <strong>Obras P\u00fablicas<\/strong> y <strong>Agricultura<\/strong> subieron resultados de auditor\u00edas correspondientes al a\u00f1o pasado.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La <strong>Ley General de Transparencia y Acceso a la Informaci\u00f3n P\u00fablica<\/strong> establece en su art\u00edculo 19, fracci\u00f3n XI, que los sujetos obligados deben publicar y mantener actualizada la informaci\u00f3n relacionada con auditor\u00edas, contratos, presupuestos y obligaciones de transparencia en la PNT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El caso toma relevancia luego de que el gobierno de Estados Unidos solicit\u00f3 recientemente la detenci\u00f3n y extradici\u00f3n de Rub\u00e9n Rocha Moya y nueve funcionarios de Sinaloa por presuntos nexos con el narcotr\u00e1fico y tr\u00e1fico de armas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Entre los se\u00f1alados por el Departamento de Justicia estadounidense se encuentran Gerardo M\u00e9rida S\u00e1nchez y Enrique Alfonso D\u00edaz Vega, acusados de presuntos v\u00ednculos con Los Chapitos del C\u00e1rtel de Sinaloa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adem\u00e1s de no publicar auditor\u00edas, la Secretar\u00eda de Seguridad estatal tampoco difundi\u00f3 informaci\u00f3n relacionada con contratos por honorarios ni gastos de publicidad oficial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La revisi\u00f3n tambi\u00e9n detect\u00f3 irregularidades en la Fiscal\u00eda General del Estado de Sinaloa, que no hizo p\u00fablica ninguna auditor\u00eda en los \u00faltimos cinco a\u00f1os.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSe comunica que la informaci\u00f3n sustantiva de los criterios quedan sin informaci\u00f3n en virtud que esta instituci\u00f3n no tuvo resultados de auditor\u00edas en este periodo\u201d, se lee en el apartado correspondiente de la PNT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El hoy exvicefiscal D\u00e1maso Castro Saavedra, tambi\u00e9n se\u00f1alado por Estados Unidos por presuntos v\u00ednculos con delincuencia organizada, solicit\u00f3 licencia sin goce de sueldo el pasado 5 de mayo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parad\u00f3jicamente, un informe de la propia Auditor\u00eda Superior del Estado de Sinaloa advirti\u00f3 que la falta de informaci\u00f3n en la Plataforma Nacional de Transparencia constituye un \u201ccriterio para la identificaci\u00f3n de \u00e1reas de riesgo\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La <strong>Plataforma Nacional de Transparencia<\/strong> es el sistema nacional donde m\u00e1s de 6 mil sujetos obligados deben publicar informaci\u00f3n p\u00fablica relacionada con contratos, auditor\u00edas, presupuestos y programas sociales. Tras la desaparici\u00f3n del INAI en 2025, la plataforma pas\u00f3 a ser operada por la Secretar\u00eda Anticorrupci\u00f3n y Buen Gobierno.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>El
